Under Pennsylvania’s Right-to-Know Law (RTKL), almost all records in the possession of a state or local agency are presumed public, unless protected by 30 specific exemptions. Key public records include financial records, contracts, meeting minutes, voting records, police incident reports, and staff salary information.
Commonly Requested Public Records
- Administrative & Financial: Budgets, expense reports, contracts (including PennDOT contracts), payroll records, and financial, tax-related, or audit records.
- Meeting Records: Minutes of public meetings, ordinances, resolutions, and orders.
- Police & Legal: Police incident reports, audio/video recordings of incident response (with redactions), and criminal conviction records.
- Property & Employment: Property assessment records, tax records, employee salary/position info, and school district attendance records.
- Safety & Compliance: Safety and health reports from the Department of Labor and Industry.
Key Exemptions (Not Public)
- Personal data: Social security numbers, driver’s license numbers, personal phone numbers/email, employee numbers, and medical records.
- Public Safety: Records that, if disclosed, would endanger physical safety or infrastructure security.
- Investigations: Non-criminal investigative records, confidential informant identities.
- Drafts: Preliminary drafts, notes, and internal, pre-decisional, or attorney-client privileged communications.
