  • The face amount deadline for the 2026 Borough taxes is June 30, 2026.  The penalty amount will then be due and unpaid taxes will be filed with the Tax Claim Office on March 31, 2027.
  • 2026 school tax bills will be mailed by July 1, 2026  Discount payments will be accepted until August 31, 2026.  If you are choosing the installment payment option, please note the dates that the payments are due.  You must pay the exact amount of the installment by the deadline date for each installment.  Include with your payment, the portion of the bill that says “Return this portion with payment.” I use this to keep records of your payments.  Please include a telephone number on your bill or check so that I can contact you if there is a problem.  Make checks payable to Blackhawk School District.

Tax Information

Blackhawk School District Real Estate Tax Schedule

Taxes are assessed July 1. Taxpayers receive a 2% discount if they pay by August 31. Payment at full face value is accepted through October 31 and a 10% penalty must be added to the tax bill for any payment received after October 31.
 
Installment Due Dates
Each year the Blackhawk Board of School Directors will approve a resolution regarding the tax collection and school property tax installment payments as required by Act 1. These payments are due in equal installments on July 31st, October 31st and December 31st. Installments are calculated using the face amount. Taxpayers who choose to pay in installments DO NOT qualify for the 2% discount, and any late payment will result in the penalty being applied to the total face amount.

Property Tax Relief Programs

  1. Homestead/Farmstead Exemption
    Property tax bills will be reduced for qualified homeowners in the district under the homestead/farmstead property tax relief program. This program is funded through the distribution of a portion of gaming funds provided from taxes on the slots and casinos throughout the Commonwealth of Pennsylvania. This property tax reduction will only occur if the Commonwealth can distribute the necessary amount of gaming funds.
NOTE: The tax reduction will not be distributed as a check, it will appear as a reduced assessment line item thus reducing the tax due directly on the property tax bills.
 
To qualify, the property must be an owner-occupied residence and the property owner must have filed and received approval via a homestead exemption application with the County by March 1.   1. Property Tax/Rent Rebate Program for Seniors
    The Property Tax/Rent Rebate program benefits eligible Pennsylvanians age 65 and older; widows and widowers age 50 and older; and people with disabilities age 18 and older. The income limit is $35,000 a year for homeowners and $15,000 annually for renters, and half of Social Security income is excluded. The maximum standard rebate is $650, but supplemental rebates for qualifying homeowners can boost rebates to $975. All monies collected from earned income taxes are equally shared between the school district and the municipality in which the taxpayer resides.
 
Under Pennsylvania Act 32, effective January 2012, all Pennsylvania employers must withhold earned income taxes for their employees. The employee should complete a certificate of residency form. This form will determine the Political Subdivision Code (PSD) of the municipality where the individual resides. In addition, any district resident who owns a business (unincorporated in nature), regardless of location, must pay 1 percent of the net profits. Self-employed persons should contact Berkheimer to set-up an account and make quarterly payments.

What is tax millage?

“Millage” is based on a Latin word that means “thousandth.” So 1 mill is equivalent to 1/1000th.  Applied to taxes, that means 1 mill is equivalent to $1 in taxes per $1,000 in taxable property value. If your property has a taxable value of $100,000, and you’re assessed a 1 mill tax rate, you’ll pay $100 in taxes (i.e., .001 x 100,000 = 100). 

Another way to figure your actual tax bill is to take assessed property value divided by 1,000 x millage rate. 

The Borough Tax Collector receives:

    • Borough Real Estate Tax
    • School District Real Estate Tax

Property owners are responsible for three (3) real estate tax obligations:

    1. January: County real estate taxes are collected at the Court House by the County Treasurer.
    2. March: Borough real estate taxes are collected by the Borough Real Estate Tax Collector.
    3. July: The Blackhawk School Tax is collected by the Borough Real Estate Tax Collector.

Note:  Borough residents may pay each of these taxes at a discount for two (2) months, or at face for two (2) months, or residents must pay a penalty until the end of the year (for the school) or March 31 for the Borough. Deliquent taxes are turned over to the tax claim office at the Beaver County Courthouse. 

Residents must write separate checks for each tax, which are deposited into separate accounts.  Both portions of your tax bill must be sent in with your payment.  Include a self-addressed stamped envelope to receive a stamped and signed receipt back by mail.  Receipts may be obtained by visiting the tax office.

Changes in mailing address must be made through the County Assessment office. The change will be reflected on the following year’s taxes if made by October 15th.

Homestead/Farmstead Exemption Program: All residents who own the home or mobile home in which they live are advised to enroll in the Homestead/Farmstead Exemption Program. This program uses gambling revenue to reduce your School Real Estate taxes.  Open enrollment is from December 15th through March 1st. Applications can be obtained at the County Assessment Office, on the County web site, or by calling 724-770-4800.

Borough Per Capita and Occupational Assessment Taxes

The Borough Per Capita and Occupational Assessment Taxes are collected by Berkheimer, a tax collection corporation.

Beginning January 1, 2012,  Act 32 requires all employers to withhold Earned Income Tax from all of their employees and remit these withholdings to the Beaver County Collector, Berkheimer.   Every employee must fill out a Residency Form that will declare where they reside and the percentage of their Municipalities’ withholding.  All forms and instructions can be obtained from Berkheimer.
