ISSUES AND CONCERNS

Matters pertaining to residential trash pick up are regulated by Ordinance 01-01-97 Solid Waste Collection and the current municipal contact with the service provider. DUTIES OF LICENSED COLLECTOR

  • Collection services shall be provided at least once each week, excluding Sundays, between the hours of 6:00 a.m. and 5:00 p.m. Said collections shall be made according to the schedules as hereinafter provided.
  • Collections shall be made by Licensed Collector at the curb or lot line of each respective residence unit; provided, however, that in the event the resident is physically unable to transport his/her garbage and refuse to the curb or line by reason of age, disease or other infirmity and no other.
  • Licensed Collector shall not limit the number of bags of garbage or refuse picked up by Licensed Collector for the monthly charge set forth [in the agreement].
  • Licensed Collector (Aiken Refuse) shall collect any and all large items not capable of being bagged each week, including, but not limited to, couches, chairs, rugs, washers, dryers, hot water tanks, refrigerators, ranges, freezers and any and all other items not specifically hereinafter excluded from each resident who pays Licensed Collector the monthly fee set forth above at no additional cost.
  • Licensed Collector shall not be required to collect the following items: masonry material, building material, rubber products (tires), automotive parts, motor oil, paint cans (unless completely dry), burning barrels, medical waste, hazardous waste or any other waste or materials the collection of which would be prohibited by applicable law.

Notice:  No electronic waste.  In accordance with Act 108, no person or company may dispose of desktop computers, laptop computers, computer monitors, computer peripherals (keyboards, mouse, printers and faxes), and televisions, television screens, or radios in municipal landfills.  This type of waste requires special collection and disposal arrangements.

DUTIES OF RESIDENTS
Special Notes:

  • Aiken Refuse asks residents to mark their trash cans or storage location with their street address number.
  • Whenever possible, residents should use the municipal yard waste collection site at the Borough building to dispose of organic materials such as grass clippings, leaves, shrubbery, etc.  No contractor or commercial dumping.  No dumping of glass, plastics, plastic bags, paper bags, metal, building materials, or household waste.

Every person whose premises solid waste is collected shall:

  1. Be required to provide and keep at all times one or more containers for solid waste
  2. Store all solid waste produced by him in a container between collections by the Collector
  3. Be responsible for keeping the solid waste container in a sheltered location so it is prevented from being frozen to the ground
  4. Be responsible for placing the solid waste, in the prescribed container, in a location accessible to the Collector, as stipulated in the contract with the Collector, no earlier than the day before the scheduled time for collection
  5. Be responsible for keeping the container in good repair and sanitary condition
  6. Not allow waste to accumulate or remain in any container on his premises for longer than a period of one (1) week

Any failure on the part of any such person to conform to all requirements in this section shall constitute a violation of this part.

PENALTY FOR VIOLATION
Any person, firm, entity or corporation who shall violate any provisions of this Ordinance shall, upon conviction thereof, be sentenced to pay a fine of not more than $300.00 and/or imprisonment for a term not to exceed ninety (90) days.

Community Survey: Residential Trash Service

The Borough of West Mayfield’s current residential trash service agreement with Aiken Refuse, Inc is set to expire on January 1, 2026. To better provide for the community’s future needs, the Citizens Advisory Committee conducted a community survey on behalf of Council seeking to understand:  customer information, type and amount of trash service, financial impact upon residents, rating & review of the current residential trash provider, suggestions for future residential trash service.
